haha actually no, robots/animatronics can have genders if their creators assign them genders. mangle was assigned a boy.
robots, however, cant have sexes/genitals unless theyre a sex robot or android.
and dont forget that genitals dont equal gender. just because they dont have genitals doesnt mean they cant be a boy, girl, or anything else.

anyways, its been proven hes a boy. 
look at the animatronics cheeks. all of the obvious boys ( including mangle ) have red cheeks, and the only girl throughout the WHOLE game, aka chica, has pink cheeks.
the phone guy, who was voiced by scott cawthon, called mangle a he/him/his in one of the phone calls. if he wanted to make him a girl, he would have called him by she/her pronouns.
why would foxy start off as a boy, go to being a girl, then become a boy again?? ?? ? uh

one last thing, this stamp was made for people who are cunts towards those who believe mangle is a boy, or have that "i think mangle is a girl so suck it!" attitude, not towards the people who acknowledge that hes canonically a boy but headcanon him as something else.
